The “MC” acronym stands for the Military Conception of NATO, which defines NATO’s operating concept and, specifically, the accession of new members (regular force, Arm forces, trainees, and territorial defence force) to NATO’s activities (Article 5) and the “establishment of mechanisms to ensure the effective execution of Article 5”. In the light of the events in the 1990s, and in the wake of 9/11, the US has not insisted on adherence to the MC. The idea of “military professionalism” has also been questioned, especially with regard to the use of “soft power” (ie, low intensity conflict). There is thus a debate today as to whether the MC should be superseded by the principle of the “3 principles”, a more flexible strategic concept that may provide a broader view of the organisation’s current role.
